For a fee! Exactly my point. Giving people crap seats to incentivize them to upgrade. Especially if they are on work travel. That is my theory. Thanks down

  Airlines I've used in recent years charge fees for the front few (2-6?) rows and exit rows. Choosing a seat anywhere else is free.
