You think anyone involved in the project cares? The money to build this crap will probably be borrowed from banks. People involved will be lining their pockets good for 5-10 years. Government will be happy for jobs created. When the project goes bust, the banks will go: "I am once again asking for your financial support". If the project does succeed, it will be a fortunate accident for everyone involved. But I don't believe that its prospective success is their primary concern.
