It would be more true to say art is paid for by the rich. It isn't specifically for the rich. Most art is about reflecting aspects of people's lives, the artists mostly. Often this view is an extreme close up, so to an observer or viewer it looks like something else entirely. Most artists aren't rich, so their art isn't really about being rich. Getting paid for by the rich, well, it has been this way looooong time before modern art, see the Medici Family for example.
