Biden administration has made it clear that the semiconductor supply chain is a national security interest. Microsoft is also in big trouble with the US Gov with their looming $30B tax liability and their gross negligence regarding Azure [1] leading to the US getting hacked. OpenAI being hosted there could be seen as yet another liability to US security.
