Motion blurred backgrounds naturally convey speed or motion. Animation, especially anime, heavily relies on this technique. The subject is stationary relative to the frame, and the background moves. The blurrier the background, the more speed is implied. Of course this is partially to save on production costs, but it is also a very effective technique. If we are tracking a moving subject with our eyes in real life, we spend less effort on processing the background. Honestly, who cares about the detail in the asphalt? I think the blur does a great job framing the subject.
