It is a sign of the continued relative decline in the quality of American education programs, but that's what you get when you blow billions on stupid foreign wars and a bloated military industrial complex while neglecting K-12 education and driving college costs so high that many people are priced out of the system. A decline in language knowledge is just one effect - fewer people with skills in higher mathematics, engineering, physics, medicine etc. is an even greater threat to national competitiveness and economic productivity in the future.
