Given the high rate of immigration to the USA, is this necessary? What percentage of the current foreign language translators learned their language in college? Sure, few Americans are learning Russian but tons of Ukrainians, Latvians, Poles, and indeed Russians have moved to the USA and they speak it natively! So would many of their kids. North America has tremendous access to native speakers of pretty much any major language from immigration.
