To add an anecdote to this. There was a proposal for a new branching strategy some 3-4 months ago. The team is still debating things. Not only that, but one of the developers specifically asked the manager to make a decision, he punted, insisting that the team should be the one making the decision. What makes it worse is that the decisions themselves don't actually matter, we just need a decision made and then communication on what that decision is. Something I expected to happen over 1-2 weeks has taken almost half a year now. it's nuts.
