  Ok... I mean there's already a law saying they have to provide that itemized bill. Laws don't prevent future occurrences of anything, so more laws won't stop all future occurences. So why do you propose? Sounds to me like enforcing the current law is a pretty good start. Consistent enforcement could prevent many future occurrences.

    They aren't enforcing it and won't enforce it because it's not a priority when fraud is committed against your average citizen.
