I thought Czech Republic was big on civilian gun ownership with it in their constitution. I'm not a gun... enthusiast, so I don't remember if they differ from the US in requiring gun owners to be responsible or anything.

Sure. Gun crime? Not really a thing in the anything resembling U.S. scale. Though the requirements are pretty heavy.

Civilian gun ownership does not necessary mean not regulating it. They still need to have license and registered guns.
