fly.io comes to mind with their cli-first approch (even tho they have a capable dashboard) I guess it really depends on your target audience

If practical, I am a strong believer and advocate for having an API first, and the CLI/Frontend using said API under the premise that if someone has a better/ubique use for the data, they can use the API to get at it. This, of course, hand-waves a lot of presuppositions and the like, and so cannot be universal, but it is a notion I have.
