GIMP doesn't use the vanilla gtkfilechooserwidget.c and as of 2022 GIMP was still being ported to GTK 3 (it uses Gtk2, so this is a moot point). I imagine Inkscape had to roll their own file chooser too. It's the default one that has been bugged since mclassen broke it in 2014 by removing support for the gsettings to set LOCATION_MODE_FILENAME_ENTRY and forcing only LOCATION_MODE_PATH_BAR. Try it with gedit or some random Gtk3/4 application.
