This is no longer the case in Windows 11. The "trick" to disconnect from the internet worked in the 10 setup procedure, but not 11. The new method to create a local account at installation is to attempt to login to a known bogus account. Enter "no@thanks.com" as a username and keyboard mash the password. The installer will tell you that account is locked and then offer local account creation. It's a stupid thing. Utterly stupid.
