There are only companies that sign the sectorally bargained labor agreement and those who don't. Small companies with few workers don't have to sign anything, they just need to adhere to minimums in sectoral agreement to avoid any conflict. US has very peculiar system where companies/workplaces must unionize individually to have workers representation. There can be one union per workplace if I understand it correctly.
