The business is exactly that. Ilegal hotels. Most airbnbs are flats/houses specifically for that. It allows individuals to be part of rental network without the pains of doing it proper. I think their biggest issue now is that the renters got more greedy and airbnbs start to cost more than hotels. Which atleast around me didnt use to be the case.
