This is addiction mechanics at play. Like an individual who won't think of changing until hitting rock bottom and even then it's a toss up. Society won't be serious about climate change until disastrous levels are reached. And even then we'll have plenty of actors willing to burn fossil fuels clandestinely. We're in for a rough ride for the next century or so.
