This doesn't seem correct. Someone who has these desires but never acted on them wouldn't need privacy because they never did or intend to violate a law.

- shwaj 3y agoOr, it assumes that the only reason they didn’t act on this inclination is due to the fear of punishment. Which omits the possibility that they don’t do it because they know it’s wrong. Edit: typo
