Even ignoring the whole spying issue(which you shouldn't). Wouldn't problems like we had with DigiNotar(https://en.wikipedia.org/wiki/DigiNotar https://en.wikipedia.org/wiki/DigiNotar) take much longer to resolve if it had to go through some government revokal process each time?
