The end goal of this can only be to outlaw all secrets (for all citizens) if you think it through. First they say messenger may not E2EE, next they outlaw circumvention (i.e. using GPG encryption inside the messenger, side channels) and after that comes steganography. Don't be fooled, encryption is almost impossible to hide if you want to do it casually.
What is going to remain?
