I am absolutely not in favour of banning E2EE, but most people aren't technically adept, and even those who are get lazy, and opsec is hard, so in fact such laws probably would catch quite a few people. In tech we like to think that if a solution doesn't cover 100% of cases then we should't implement it, but in law, it's all about relative impacts -- in this case, increase in conviction rate vs loss of liberties.
