Well, it isn't two full lanes in each direction, it's two lanes period. I'm not even sure what you find remarkable about it, it looks like the thousands and thousands of other small two lane bridges you would find all over the US, I can't imagine it cost all that much to build.

The point is, excess and overkill isn't an investment. It's an expense. It's a waste. The money could be spent elsewhere. I can't imagine why that's a bad thing to do.
