I agree with your point. Assuming of course that there is another university, with the necessary requirements to support the proposed work, within commuting distance. I'm not that familiar with Minnesota, or the author's current city, or the preponderance of research universities in the state. (Setting the boundary as Minnesota though seems to cast the net quite wide.)
