The headline sounds pretty odd but reading the context, it doesn't seem like an unreasonable restriction in light of the fact he's startled and alarmed multiple non-consenting strangers on many different occasions over a significant time period. Also, the restriction is only in public. I'm pretty sure there are non-public events, clubs and even meetups he can attend which will have no problem with his behavior. I mean, he wouldn't even get a second glance at the Folsom Street Fair in San Francisco. The issue is really that his particular flavor of kink seems to involve surprising unsuspecting people in non-kink contexts - and serially harassing non-consenting people isn't okay.
