That, and Boeing spent 1995-2015 and beyond in the perfect position to follow up on the DC-X vehicle and build a cheap partially reusable launcher and not doing it, while SpaceX, at a very small fraction of the size of Boeing, did. When SpaceX launches something at cost it's a lot cheaper than when Boeing did, back when it had the Delta rockets and proceeded to make them expensive under government contracting rules.
