Would it be possible to go back to basics and have "smaller shops" instead of multi level shopping industrial complexes that has fuck tone of space and millions

Would it be possible to go back to basics and have "smaller shops" instead of multi level shopping industrial complexes that has fuck tone of space and millions of dollars worth of product? In other countries including mine, traditionally there have always been small shops at every corner, each seeking something different and the owner sits there and has help or usually not. The result, the owner or the help get to know their clientele and its a matter of social contract that no one steals from the small shopkeeper. If someone does, the other shopkeepers come to help because its a scratch my back and I will scratch yours.
