I don't expect Israel to accept a permanent cease-fire with Hamas, given the nature of Hamas's attack several weeks ago. However, severely restricting the supply of food and water to the point where it's far less than what the population of Gaza needs serves no military purpose and is a war crime. Cruelty is the whole point. They should fully turn the water back on and let the aid trucks in.
Temporary periodic cease-fires would probably be a good thing to give civilians an opportunity to move to safer locations without being bombed, and for food and water to be distributed (to the extent that it's available at all).
Declaring "safe areas" for civilians may be ultimately unworkable -- not only aren't there places that can accommodate huge numbers of people in one place, but Hamas will also likely move to the safe areas too.
