The problems you want solved are not being solved adequately because people paying for it cut corners. I empathize with your frustration but this looks like a weird take to me. A lot of simple and correct things were built by passionate people, and play is a necessary prerequisite to nurture passion. As to the amount of play to be encouraged in a work setting, I don't have a strong opinion yet.
