Is there any feasible way to run a non-Android OS on a phone and still have power efficiency and support for Android apps with multitouch, GPU acceleration, etc

Is there any feasible way to run a non-Android OS on a phone and still have power efficiency and support for Android apps with multitouch, GPU acceleration, etc.? (i.e. some ready made solution that runs Android in KVM efficiently, or provides the Android kernel features and userspace RPC servers) Without that, one must run Android to get access to mobile apps, which is essential.
