Isn't this a "I don't have to be fast, just faster than you" scenario when a bear is chasing you and all your peers? There's always going to be a curve and if anyone on the front side of the bell curve is below the threshold for "worth the effort" then this seems like a useless goal. I agree with other posters that this is more about transparency.
