Usually "most X person in the world" implies "living". Otherwise, the phrase is usually "most X person ever" or "in history". That said, I've never heard of this person, but I'm probably way out of touch with popular art. When I think of popular living artists, I think of Dale Chihuly, Takashi Murakami, and Banksy.
