I would have expected for youtube to splice the ads directly into the video stream ages ago. Combined with some stream throttling it'd make it almost impossible

I would have expected for youtube to splice the ads directly into the video stream ages ago. Combined with some stream throttling it'd make it almost impossible to skip (or at least waiting for the ad to be over). Any reason why this hasn't been done so far?
