I’m thinking genetically engineer organisms to transform most of the co2 to a stable solid form. Maybe floating organisms that can live in the cooler upper atmosphere. Only catch is we’d need to provide a lot of water. I don’t think the atmosphere has much.

Building a disc to shadow venus is possible today. I don't think we currently have the ability to create the organisms you describe.
