That goes back to my first comment. Owner assumes liability for walking their weaponized dog, no different than taking any other weapon for a walk or even trusting a self driving car to not become or be hacked into becoming a weapon of moderate destruction.
Maybe have a non weaponized dog for going on walks or live in a place that it is easier to defend oneself legally for self defense in public. Stand your ground laws, etc... The dog can record evidence and law enforcement should have an easy way to play it back should the owner and operator become incapacitated. I could also envision defense/attack standards agreed on by regional authorities and some certification meaning the robot weapon would comply with some agreed upon standards and get a special encoded sticker to prove the weaponized robot follows the same standards applied to law enforcement's use of force and use of deadly force.
AMEE does not have teeth yet she is deadlier than any soldier. Robots are not limited to the living form they resemble. A robot dog for example could be designed with enough strength to expeditiously dismantle a human or break all 206 bones in under 20 seconds without the need for teeth while assuming the form of something cute and fuzzy.
M3GAN [1] takes the form of a little human girl and yet [spoilers redacted] she's no toy. People would have no idea what just walked into a restaurant.
