I'm in Mexico and the news here mentioned that Motorola and Samsung did this as part of a "pilot" program in the country. Mainly because the consumer protection agencies here (PROFECO and IFETEL) are basically toothless and corrupt(ible). The sad thing is that its guaranteed that they will do it again.
