IIRC upgrade-in-place won't work without TPM hardware, but fresh installs work. (I was able to do that on an older Surface that nominally wasn't Win-11 compatible).
- imglorp 3y agoUnless their data is all cloud or roaming profile or whatever, fresh install isn't an option for most users, ie non-enterprise. Backup, upgrade, restore is a pain for every upgrade or patch. Another reason to get off Windows and be done with it.
