What is the data rate of these cables?

Some of that is US-Fiji, some Fiji-Australia, some Fiji-Tahiti, etc. They lay a bundle of strands of glass. Each of those is subject to performance increases as coastal equipment improves, but also constrained by the amplifiers on the ocean floor. If a fiber pair runs out of capacity, they can probably boost that by replacing hardware at the ends with newer (and shinier!) hardware.
