At least for me, this was caused by a OS security permission: enabling Full Disk Access for the terminal emulator app in Security & Privacy (System Preferences)

At least for me, this was caused by a OS security permission: enabling Full Disk Access for the terminal emulator app in Security & Privacy (System Preferences) fixed it for me and the setting can obviously be reverted afterwards.
