This is more subtle than you make it seem. Consensual sex between a minor and an adult is okay, abuse is not, and all European nations you’re talking about have a lot of legislation around that fact. For example, a 16 year old girl might have sex with her boyfriend of 19 without having to fear legal repercussions, but a teacher or supervisor will face charges for any kind of sexual or emotional overtures towards their underage students or staff. Generally, I would call this a lot more pragmatic than assuming everyone is just grown up at some magic date.
