If this is such a big problem, why have the other RISC-V high performnace people never made this into a big issue? This really just seems to be Qualcomm wantin

If this is such a big problem, why have the other RISC-V high performnace people never made this into a big issue? This really just seems to be Qualcomm wanting it to be more like ARM so they can use their existing cores. That seem pretty clear from what they are proposing.
