That sounds really fishy to me. In my personal anecdotal experience, knowing about a dozen people who own EVs, every one of them is looking to increase the number of EVs in the family fleet, not decrease them. Additionally, the people I know that don't drive EVs would generally like to be doing that, and are not doing it now mostly because of the new car cost.
