Really, for a full fidelity reproduction of old OSes one needs a dedicated DE rather than a theme. Such DEs are on my list of things I want to work on should I find myself with an excess of spare time. I think 1:1 old OS repro DEs would be surprisingly popular, and would eventually be among the most stable and efficient options available since they’d have a strictly bounded well defined feature set (meaning dev efforts would shift to exclusive bug hunting and performance improvements once feature completeness had been achieved).
