You should deduct ~60W baseline I/O die power consumption (~40W for 12 and 16 core Threadrippers), which gives:
96-core: 2.5W/core + 60W I/O-die
12-core: 21.7W/core + 40W I/O-die
Lower TDP settings are still available. With PBO, you might be able to extract more juice out of stock power levels.
