I don't see it as racist at all--the populist governments of China and India are, on the other hand, quite nakedly "racist" (putting in quotes because India's populism is more about religious bigotry than race, per se, although ethnicity and caste are also flash-points of discrimination there). The quote you pulled even alludes to this. If you can explain why you think it's racist, then maybe others can explain how it's not.
