The first half of the article was pretty general advice that didn't seem to me to have anything more specific with how to deal with North Koreans than how you'd deal with a fraudulent IT freelancer in general. The second half though was explicitly calling out a country/group, not North Korea, but professors who have Chinese citizenship.
