I did not believe this so I went investigating.

That email is dated 2016ish and the article is from 2017. Since iOS 11, apps now have access to a more comprehensive BackgroundTasks framework. I've noticed apps abuse this. The best approach is to go to Settings > General > Background App Refresh and disable things that should not be using it. For example, my local super market app doesn't need background app refresh.
