Suppose he did block it in Europe? Some people will make the effort to use VPN to access it at endpoints in another region, and some people will move on. The number of VPN users will give him a bragging point, while the number that move on will show its unimportance. Possibly some number will agitate for the law to be changed, if that was a substantial number it would be interesting.
