My dev environment is emacs + gcc + gdb + <insert database here> and sometimes <insert fun scripting language here like scheme, javascript, lua or tcl>. I have an EC2 instance I ssh into and as long as my network connectivity is decent it's not a bad experience. But that's probably not what you're talking about.
