From my point of view, they never really went after black market. They kept prices artificially high and quality of products low. Edibles from legal sources are trash. Not a surprise when you don't compete that you end up struggling. The other major factor, there were some ungodly valuations. A small warehouse in BC was worth over a billion dollars. Sometime these crazy valuations would crash.
