Looking into it more a glycol might work in absorbing both the water and the left over ammonia. Other reactions are listed as well and they look like the reactants could be got in useful quantities without that much trouble. So easy to generate and I can think of a few ways to semi-bulk distribute with minimal capital outlay. OFC a black market economy will mean terrible safety of the product.
