There are protected groups and unprotected groups. When people believe that sexism is only something men do and racism is only something white people do, you're going to get unequal treatment under the law. Law not being as blind as people wish. It turns into the law being applied differently when it comes to holding classified documents depending on if you have a (D) or an (R) after your name
